I think you're mistaken. It's belega and not beleta. Beleta means to be weakly pretty or not pretty. Brakumitulo would be someone who is cuddled. -it- is passive, not -int-.

If a participle can end with -o to be a noun, why do I need an extra suffix -ul?

Wasn't the root supposed to be kares instead of brakum?

It means to be a little bit pretty. From the Revo:
Iom bela, pli plaĉa ol konforma al la reguloj de beleco: en la dometo ĉio estis malgranda, sed tiel beleta kaj pura, ke ne eble estas tion priskribi
