I think this song has bad grammar. It says Via robo verda, via robo rugxa

Shouldn't it say Via robo estas verda, ect...

Via robo estas verda = Your dress is green.
Via robo verdas = Your dress is green.

The song doesn't make sense.

In prose it would be odd to drop the "estas", but as this is a song it's not so strange. Grammar rules are much more relaxed in poetry and music.

There is no verb lacking. It says "your green dress, your red dress" that's all.

To me it sounds quite the same as a sentence using "jen": [jen] via robo verda, [jen] via robo ruĝa, [jen] ŝia robo blua, [jen] la brunan havas mi. It's a linguistic effect, a way to draw attention, in this case to the different colors. It is as mistaken as Bugs Bunny's "what’s up, doc?". You could say, "how are you doing today, doctor?", but how funny is that?
