Z carefully calculated to aviod exceptions in scholar rules - such as irregular verbs and got 16 rules. He was not a linguist, he was an eye doctor. Z himself collected set of idioms in Proverbaro Esperanta.

I see the 16 rules more as an advertising trick, a slogan, than actual exhaustive rules of grammar. They get you started, but don't carry you much beyond "Hello, world".
