On Linux, there are several possibilities, depending on how you want to type the letters. you can read Esperanto en Linukso by Bertilo Wennergren to find out how to do this.
I don't know how it works on Mac OS X.

Click it, then make sure a checkbox down the bottom is ticked 'Show Input menu in menu bar'), and start typing in EO.
option + 6 = ^, option + b, then press u = ŭ.
Also, this is quite a common question on this forum so you can search for the past threads on this using the search box underneath the website language selector
