Prehaps, I should have written 'majority rules' like that to make sure the emphasis was right?
I'll try to explain. A 'majority rules' issue is an issue that is decided purely based on the majority. That is, the majority decides it without consulting any minorities even when it's about the minority.
Both 3rdblad and Mnlg pretty much have the spirit of it.
Also, Sudanglo, I looked up 'issue' and came up with those options but none of them seemed to mean the right thing. When I say 'issue' I mean like a problem or how politicians talk about the 'issues' and their platform's responses/solutions to them. Temo and afero seem close or similar but not quite the same.

Does that make sense?

How about this:

Plejmulto ne regu egalecon.

Not a direct translation, but I think it gets the point across.

p.s. What is the difference between plimulto and plejmulto? I chose the latter because it seemed...heftier.

p.p.s. I learn more and more about American idiosyncracies by reading the responses of Anglophones from other parts of the world. I didn't realize that "majority rules issue" would present so much of a problem in comprehension. Once again, studying Esperanto sheds light on the English language!

no. with "per" it doesn't make any sense.

Cyanide, in NPIV definitions 2 and 3 for 'demando' are respectively Problemo postulanta solvon, and Pridiskutota temo.

So here Esperanto mimics both French and English use of 'question'.

There doesn't seem to me to be much difference between, say, 'the question of immigration' and 'the issue of immigration' as political topics.

I would use per for an instrument or intermediary. Thus, demokratio estas regado de la plimulto, per elektitaj reprezentantoj, "democracy is rule by the majority, through elected representatives".
