In Spanish there is a past conditional by use of haber.

In Esperanto, could I say something like "Mi tiam irus , sed mi ne povis" to get the same meaning?

Can I use "tiam" to relate to the time of the following clause?

Yes, you can do that. -US verbs are not bound to any time, so you could use "Mi irus" to mean "I would have gone". Simple forms are preferable if the context pinpoints the time clearly enough.

You can be more explicit about the meaning by using a participle: "Mi estus irinta".
