It means, roughly, a member of the group of those (people or things) without faces. I have no idea what the context is, so it may have some more subtle meaning. But that is a literal translation.

I read that word and thought it would be a great word for Noppera-bo.

Mi legis tiu vorto kaj pensis, ke ĝi estus bonega vorto por Noppera-bo (のっぺらぼう).
