On the one hand it seems to me that a good translation in Esperanto should reflect the register level of the original - use the same sort of heavy-handed jargonistic business-speak - which is particularly difficult as Esperanto doesn't have much in the way of register levels.
On the other hand good style in Esperanto is to be clear rather than obfuscating.
At the very least, I feel compelled to reorganise the sentence structure of the first sentence to conform more with the spirit of the language. The complex grammatical subject makes that sentence quite difficult to read.
So compromising between obscurity and clarity:
En la dua parto de la jaro investantoj alprenis pli favoran sintenon rilate al evoluiĝantaj merkatoj. Tion apogis pliboniĝo de la ekonomia konjunkturo, kresko en entreprenaj raportoj, stimulaj iniciativoj fare de registaroj kaj centraj bankoj, kiel ankaŭ enfluoj de kapitalo. La aprobo de la dua Eŭrop-Unia savplano por la reflosigo de Grekujo ankaŭ subtenis.

Even by late March, it is usually a chilly place. But not this year. On 22 March the Pellston weather station registered a temperature above 29°C, vapourising the previous record for that date by more than 17 degrees.
This was just one of thousands of weather records smashed by the "Summer in March", a 10-day event that affected much of North America.

Perhaps, the New Scientist author has chosen a poor image in talking about a very low temperature as thermometer-shattering. It is a very high temperature that might cause a thermometer to shatter as the internal liquid expands.
Though I suppose if the liquid were a water/alcohol mix then it might freeze and expand to shatter the glass. However, would mercury solidify at -47°C and would it expand?
My guess is that the author has confounded the idea of record-breaking with the fracturing of the thermometer.
Still, even if not scientifically accurate we could preserve the idea in saying la termometro-rompa minumumo - better would be rekordo-rompa minimumo.
An icebox is just the precursor of the modern fridge, and the same image might be conveyed in Esperanto by the old-fashioned term glaciŝranko
