In Ramsgate on the East cliff there are concrete steps projecting out from the cliff and leading down to the promenade which consist of many flights in zig-zag configuration. Standing at the bottom one would not see the location of the body/murder weapon. The notion of etaĝo would not apply, I think.

Looking up, I see vicoj da ŝtupoj (tiers of steps). If that is a fair description, and the body is on an upper level of the steps, then the cop's reply ("It's two flights up, sir.") could be sur la dua vico da ŝtupoj, sinjoro.

Yes, I think vico de ŝtupoj will do nicely for a flight of steps (a ŝtuparo within a ŝtuparo). It avoids the vagueness of ŝtupareto.
And perono for a raised platform giving access feels right (with or without multiple steps). I was unaware until you brought it to my attention that perono was so specifically defined as door steps in PIV.
Anway, perhaps it is just me that finds ŝtupareto and ŝtupetaro confusingly close. I still think though that one could say atentu la ŝtupeton and not mean mind the rung.
