My English dictionary says "stranga = eccentric", exactly.
So I would use "strangetulo", yeah. Nowhere in the English meaning of "eccentric" in the dictionary does it actually mean "friendly", so...

If I wanted to emphasize that they're friendly if you get to know them, but they're also the kind of person that doesn't actively build up friendships, I'd describe them as ne aktive amikigema, sed amikigebla.

Ekscentra seems to be an international word and one of the PIV definitions is ekstravaganca. So ekscentrulo is also a possibility.

(Root words: "from ek ‘out of’ + kentron ‘centre", hmm! We could then write "Outside of normal" in EO? : P)

marbuljon:"Ekscentra" seems to me like "eks-centra"; "formerly central". I have seen "ekstercentrulo" used in this sense, and it is a literal translation of the Latin meaning of "eccentric". Of course, being a literal translation from Latin doesn't necessarily mean it should be used in Esperanto, this is just my personal observation. I am that kind of weird-but-not-dangerous person; I generally describe myself as "frenezeta"; except when I'm feeling dramatic (which is fairly often) and descibe myself as "frenezega".
