Ĉe la plaĝo = At the beach.
Proksima la plaĝo = Near the beach.
Apud baffled me for a while. I was using it to mean along in the sense of 'along the river' which is 'laŭ la rivero'. Alongside the river is 'apud la rivero.

- La gazetbudo estas proksima al la plaĝo. The kiosk is close to the beach.
- Mi sidiĝis proksime al la plaĝo. I sat down near the beach. [Note the -e because it's modifying a verb]

In Wells both proksima and apud are given for 'nearby', which is vague. There's no indication that al must be used.
