What about meaning (B)? How would one express to file a tax return or a court document with the appropriate authorities, for example?

This could be handled with ensendi/alsendi, or submeti, or prezenti.
If you wanted to convey the image of depositing, or handing over, a document, then perhaps loki ĉe/kun or deponi ĉe.
If the idea is that something should admitted to, or incorporated in, a file, then perhaps endosierigi. But meti en (la) dosieron also works.
