Alkanadi:Is this correct?Nope. Devi carries some sense of obligation or necessity. Its English counterparts are most closely must and to have to.
Bezoni is simply to need or to require.

Example:

or
Mi bezonas akvon por trinki.

"Akvo estas necesi" would mean "water is the act of being necessary".
