It doesn't make much sense to me as it stands.

However, I agree with you Todd, that there is something disconcerting along the passive/active axis in the usage here.

podkopujący = subfosa = subversive
pod = sub
kopać = fosi
So it looks to me as some sort word for word translation from Polish or other Slavic language (maybe Russian). It presents Slavic way of thinking.
For me "trafi" is more like "hit the target".
