You can translate it with many different words in Esperanto. Just to name a few:

fremdulo = someone you don't know
aligentano = someone from a different family or tribe
alilandano = someone from a different country
eksterlandano = outlander
alihejmulo = someone living in other house
...

In my experience, the word fremdulo is the term most commonly encountered. But bryku gives a number of other very good suggestions, some of which (such as alilandano, also Bemused's example) show up almost as often.

I'd suggest use more accurate expresion "alilandano/ eksterlandano" in stead of Fremdulo

More neutral or less loaded, but not more accurate. Strangeness or 'ne-konateco' is part of the concept of foreign.

In English, an American would not be a foreigner but he is (for an Englishman) an alilandano.

I'm pretty sure an American in England is still a foreigner. As is anyone in a country to which they are not native. The fact that both countries speak the same language doesn't change that.

I agree that "alilandano" is a more accurate translation of the English word "foreigner" than "fremdulo." A stranger is not necessarily a foreigner, and a foreigner may not necessarily be a stranger.
